Although I have enjoyed playing Cyberpunk 2020 and a little Shadowrun I have only made one abortive foray into GMing such a game. The game in question was set in the UK (ignoring a fair bit of the UK source book which is silly. The source book that is, not ignoring it) and involved a media team working for the BBC.
One thing to note is that in the games, particularly CP2020 which states as much, style is king. However the source material is much more about substance trumping style. I attempted to run a game closer to the source material's approach. It wasn't hugely successful but I present my NPCs in case they are useful to anyone as is or as inspiration.
Firstly we have a group of Net runners. These where created to people an area of cyberspace the characters could repeatedly go to. While they could be used as stand alone characters they also work as a group who share some point of contact. They can either be contacts, plot links or simply others who use the system.

Next up we have a few of the denizens of The Kings Head

This is a pub somewhere in the vicinity of Imperial Collage. The
pub itself is a traditional English pub having escaped the many
themes to which a pub might have succumbed over the years. It
relies for its trade on a reputation for good solid pub food and
a fine selection of real ales. This pub has an almost organic
warmth to it on a cold day and, thanks to air conditioning, a
welcoming coolness on a hot day. HummingBird is sometimes found
here but so are a few other interesting characters.
